Californians for Safety and Justice (www.safeandjust.org), in partnership with the California Budget and Policy Center, has published a “Toolkit” designed to help local advocates understand local budgeting processes and take advantage of opportunities to improve local investment priorities stemming from recent changes in criminal justice: policy aimed at reducing over-incarceration at both the state and local level.
